Well organized, but not without faults, user interfaceīuild to be a valid alternative to other fully featured photo editors, Affinity Photo’s interface doesn’t stray from the common layout with applications of this kind, and, therefore, its majority of features can be easily accessed from the panels found in the extreme left and right sides of its main window. The Develop Persona is designed with RAW photo processing in mind and it provides you with full control for adjusting your image’s tones and colors, the Macro Persona is specially useful for building and applying macro presets, while the Export Persona, as its name clearly suggests, makes it easy for you to export your images, layers or image slices to a wide variety of formats. The Photo Persona will probably the most used mode because it features all the main tools needed for basic photo editing tasks, while the Liquify Persona bundles a couple of special warping effects and useful retouching tools. You interact with Affinity Photo with the help of five built-in design environments, named “Personas”: Photo, Liquify, Develop, Macro, and Export. Everything is done with the help of the app’s five “Personas” Keeping in mind that most fully featured photo processing apps are not what you would call resource friendly, Affinity Photo’s takes on a different approach and focuses on performance and speed, a fact that becomes obvious from the first minutes you start using it. A Commerce Committee staffer said on Thursday that they hope to release the legislation after the October congressional recess, and they are working to address concerns that the RESTRICT Act would have given the president too much authority to ban apps. “So if they have another option, great.”īut the path forward for Cantwell’s bill remains unclear. “They need more tools to act and RESTRICT basically seems like it’s on life support,” said Clete Willems, a former economics adviser to former President Donald Trump now at Akin Gump. Though she declined to comment on RESTRICT after the Senate hearing on Wednesday, Raimondo’s public backing of alternative legislation was taken by many in Washington as a sign that the administration is looking for a new legislative avenue.Ĭommerce Secretary Gina Raimondo is supportive of Sen. Despite giving RESTRICT public support, multiple administration agencies in recent months have helped Cantwell’s office craft her alternative bill behind the scenes, hoping to avoid the speech concerns that bedeviled Warner’s bill. The administration has also signaled it is ready to move on. “I’m somewhat concerned, are we going to get there?” Warner said this month at a Fortune Magazine event. ![]() But the momentum had slowed, and now the Virginia lawmaker is publicly grousing that support for his bill is softening in the Senate. Amid an ensuing social media firestorm - some of it ironically on TikTok - Warner backtracked, saying it was never meant to hit everyday app users. The ACLU and other free speech groups came out hard against the bill, saying that it was written so broadly that even individual TikTok users could face criminal prosecution if they violated a potential ban. 2 Senate Republican, John Thune, and a bipartisan group of 10 other senators.īut it soon faced headwinds. Written by the Democratic leader of the Senate Intelligence Committee, Mark Warner, it attracted support from the No. ![]() That legislation initially appeared promising. That process remains frozen amid legal concerns that any potential ban would face stiff legal challenges due to a 30-year-old federal law protecting “informational material” from adversarial nations.Ĭognizant of those issues, the administration turned to Congress earlier this year, publicly endorsing the RESTRICT Act, a bill that would give the executive branch broader powers to regulate or ban not just TikTok, but an array of foreign apps. That review ran aground when defense officials, who wanted an outright ban of the app, clashed with economic officials who backed a compromise with TikTok. For over a year, the administration has run a national security review of the app at the Committee on Foreign Investment in the United States, which includes representatives from national security and economic agencies. Raimondo’s statement was an admission of how stuck the TikTok issue is. ![]() TikTok declined to comment on the legislation but argued there is “no evidence” to support assertions it is controlled by the Chinese government. “I am very supportive of the Guard Act proposal,” Raimondo said, saying it would give her agency “a statutory set of tools to have a comprehensive approach to these apps.” The hope is that legislation - still unreleased - will give her agency broader authority to ban TikTok and other foreign based apps, without the First Amendment concerns that stalled the RESTRICT Act. There, she announced her support for a new bill being written by Commerce Committee Chair Maria Cantwell (D-Wash.) - the Guard Act. That’s why you see the need for new legislation.”ĭespite the outcry, TikTok has barely come up on Capitol Hill in recent months amid the turmoil over government funding and the House speakership - until Commerce Secretary Gina Raimondo went to the Senate last Wednesday. “The current legal tools the administration has to deal with the security threats are quite limited and frankly not adequate to deal with the threat. “It’s a tough issue for any administration because there are real national security risks associated with TikTok but it’s also an app 150 million Americans use,” said Peter Harrell, who served on Biden’s National Security Council until last fall. ![]() Customizable quick actions are also available per contact, allowing for single-click actionsĬardhop - the contacts app you’ll want to use.For example, you can add a subject to an email by entering “email Kent Lunch tomorrow?” and the email including the subject will instantly appear, ready to go! ![]() Every map starts out with large swathes of blank parchment and it’s only by using brushes and ink pots that you can reveal what’s on each tile. As you paint, you’ll come across opportunities to draft more cards, to transmute existing cards, and to build up your in-battle energy reserves. You’ll discover piles of gold that can be spent at each chapter’s shop, you’ll collect relics that can potentially power up your gameplan, and you'll stumble upon standalone events and mythical creatures. Working out how to best gather and use ink makes for an absorbing layer of overworld strategy.Įach enemy encounter, meanwhile, is an opportunity to test the cards, abilities, buffs and modifiers you’ve cobbled together so far. How well does your strategy fit together, and are you taking full advantages of the two heroes you’d chosen at the start of the run? Can you deal with multiple foes or work around status effects? And do you have enough lethality to topple enemies that steadily build their power? There’s generally a lot to keep in mind, especially as the row of relics and talents at the top of the screen gets longer and longer. These perks, after all, fundamentally inform your choice of cards to draft, as well as how to approach any given fight. ![]() If you have the relic Sturdy Shell, for instance, it gives the equipped hero five block each time he or she takes damage. If an enemy’s looking to attack for low damage repeatedly, then, you’ll want to end your turn with that hero at the front to basically negate the damage. With blocking taken care of, this also means you can prioritise attacking or deploying allies that turn. If you have the relic Flame of Ignus, you’ll get an extra energy orb any time a card grants you one, which means you should aggressively draft cards that do just that – as well as more expensive cards and card draw, as you know you’ll be able to take advantage of them.Įven the cards in your deck can be modified thanks to Roguebook’s gem system. You may want to reduce a card’s cost, add card draw or perhaps always start a battle with it a particular card in hand. ![]() Roguebook’s turn-based battle system has many layers.Ĭleverly utilising gems can have a massive impact on your deck’s power level and I really enjoyed looking for build-defining synergies. Like Slay the Spire, you’ll spend energy to play cards, you’ll point attacks that do damage at enemies and you’ll find ways to build up block to mitigate incoming damage. More uniquely, you’ll also deploy allies into the battlefield – some of which offer up unique benefits like returning a card to hand or letting you swap hero positions, while others simply do damage at the end of every turn. ![]() The design element I find most compelling, however, is the front and back dynamic for the two heroes. Swapping their positions is baked into many of the cards - cast one of Sharra’s Defend cards to gain block, for instance, and she’ll move to the front. Cards with Charge do the same, while cards with Retreat send the hero to the back. Swapping heroes is also regularly used to avoid position-specific debuffs and to trigger effects, while ending the turn with a particular hero at the front is a big part of the strategy as they’re the one that will take any damage. Some heroes utilise a specific position well too. Being at the front gives Sharra a boost to her attack power, for instance, but if she’s paired with Seifer you may want to end turns with him in the lead. Not only does he have higher native health, but any damage he takes adds to his rage meter which, when full, allows him to play a supercharged version of one of his cards. So what does it all mean? One man with more perspective than most was Richard Benedick. There was no pledge for a 20% reduction of carbon dioxide emissions by 2005 that Aosis had proposed. ![]() But there was none of the firm commitments that the hard line greens wanted, or the climate scientists recommended. The Berlin Mandate talks of reductions in greenhouse gases, targets needing to be considered, and timetables worked out. In the end the “R” and the “T” words were in the final text. A similar length of time and many hours sleep were lost worrying about the two “T” words – targets and timetables. It took a week to decide whether the word “reductions” could or could not be included hundreds of hours were expended by people in corridors trying to persuade them yes, it could be, or no, it could not. What the argument was about was chiefly what was known in Berlin jargon as the “R” word – reductions. ![]() Photograph: Sueddeutsche Zeitung Photo/Alamy German Federal environment minister Angela Merkel at the UN Climate Change Conference in Berlin, 1995. On the last day, when diplomats and ministers from more than 130 countries and lobbyists from more than 500 disparate groups grasped the final document in their hands, the views on what it all meant were as diverse as ever. Jokes from the fossil fuel lobby that if these dire predictions prove right and some nations sink beneath the waves it will alter the voting pattern in their favour, did not improve the tone nor the temper of the delegates. The lumbering negotiation process would yield too little too late to stop the worst effects of climate change. They thought the mandate was not enough: the vested interests of the industrialised world had left them facing extinction as nations by the middle of the next century. If that sounds like hyperbole, then you did not hear the anguished statements from the 32 members of the Alliance of Small Island States (Aosis). Not that there was a lack of passion at the conference at least millions and probably billions will live or die as a result of the action which will follow the Berlin Mandate, as the final document that emerged is to be called. News editors the world over yawned last week when history was being made at the World Climate Conference in Berlin – and it is not surprising: tedious 6am wrangling over words in square brackets grips readers less than murderers facing the electric chair. No funeral in Berlin: targets and timetables at the World Climate Conference This has been resisted by the powerful and well-organised international fossil-fuel lobby, which had seemed to have persuaded the US not to concede. The final document is a fudge, but for the first time it clears a way for hard worldwide negotiations on targets for reducing CO2 emissions. The 118 countries attending the Berlin conference on climate change have given themselves two years to agree on future reduction targets and timetables for implementing them when the present agreements to stabilise emissions run out in the year 2000.Īosis, the Alliance of Small Island States, whose 32 members fear that they will disappear beneath rising seas if urgent action is not taken, was disappointed with the deal, but European countries were delighted that a diplomatic disaster had been avoided. I've been playing gen 1 ou for awhile now but I got a new PC so I had to remake my teams, mostly my gen 1 and gen 5 ou teams, and changed a few things and want people's opinion on them! Ultimately the competitive answer here is "just put a Snorlax on the team" but I don't want to stray away from what your intent was so here we are. Ultimately I'd just do my best to never let Lax in for free and try to make it enter vs unparalyzed Rhydon, Chansey, or Victreebel so you can keep it under relative control. Counter Chansey is a funny consideration to help with that but is subject to so many ways that can go wrong and you'd lose your Boltbeam coverage. Snorlax will also be a big problem for this team each time it gets in you might consider Rest on Rhydon to eternally wall Snorlaxes that lack EQ or Ice Beam, but even then, it's just rough, as a lot of Laxes will have these moves. Hyper Beam lets Victreebel threaten KOs into mons like Chansey and Alakazam without having to Wrap pivot in your Tauros to finish, EQ Tauros gives you more ways to handle Gengar, and Rest Jolteon stops you getting eternally walled by paralyzed Chansey if you lose your Rhydon, plus lets you keep it hidden longer to wait for an opportune moment. While you still have to watch out for lead Gengar sending you straight to a 5v6, and for a potential Rhydon sweep if your Victreebel goes down and Jynx absorbs sleep (as it should), this team should be a little more robust to the tier as a whole. With that said, here's my suggested team: I think you need to commit harder to using your speed control with Jolteon (over everything else) and Vic (over Eggy and the normals) to compensate for no Snorlax and use more aggressive sets, mainly on Vic, while increasing coverage on Tauros. its a laxless team with a lot of weaknesses but it's a cool idea. Rhydon: I think non-Rest Rhydon in back is cool with this team, Jolteon can check opposing electrics so you can hide this till endgame and surprise the opponent with a sweep once you paralyze or chip down their threats. Normally I'd want to just drop Razor Leaf but your team has a lot of holes Rhydon can exploit so I think you may want to keep it. ![]() Body Slam is also an option to fish for paraslams on switches while still doing damage. Stun Spore Wrap Razor Leaf Hyper Beam can work or you could drop Stun for Swords Dance if you think you can get away with the setup turn by scaring out a paralyzed Starmie or such. That said, drop Sleep on it - if you're gonna commit to a Jynx lead you should really commit and use it to free up a non-sleeper in back. Victreebel: I actually like this a lot particularly for ladder, since ladder so often has really slow teams vulnerable to the Wrap God. Your Jolteon is gonna have to do a lot of work checking Boltbeam Chansey since you have no Psychics to paralyze and Special drop it to facilitate your Rhydon entering the fight. Jolteon: Super recommend dropping Pin Missile it doesn't really do enough compared to having Rest so you can infinitely pressure opposing Chansey. IMO, use the standard Tauros.Ĭhansey: Also standard, I think boltbeam is the right call here with no psychics on your team to help beat things like Zapdos, Rhydon, etc if you ever let a Rhydon get in on your Chansey you're in a really horrible place so ideally you need to find ways to avoid taking paralysis. You could run Fire Blast over Blizzard and have Earthquake, which does leave you something of a Rhydon weakness relative to Blizzard, but I really don't think you can afford to have only 1 mon that answers Gengar (Rhydon). Tauros: I think given the rest of your team (Jynx lead, no Lax, Victreebel) you can't afford Fire Blast over EQ here, as it leaves you super weak to Gengar, who outspeeds Jynx, walls Victreebel, and walls EQless Tauros. But be warned: as a Grass/Poison-type, Vileplume is weak to many popular Pokémon like Fire-types and Psychic-types.Jynx: This is bog-standard, not much to say here. Combining these moves with the suggestions above makes it so that Vileplume can slowly wear down multiple opponents while refilling its own health. ![]() It also has access to the standard Giga Drain. ![]() It can use Strength Sap, a move that weakens the foe and heals Vileplume. There's another half to Vileplume's battle prowess, and that's using its Grass-type moves to restore health. This has a small chance to inflict poison, paralyze, or sleep on a Pokémon that makes contact with Vileplume. Finally, Vileplume has the Hidden Ability Effect Spore. Or Vileplume can make use of Poison-type moves like Sludge Bomb to both do damage and possibly poison the target. To do this, Vileplume has access to moves like Stun Spore and Sleep Powder. Competitive Pokémon site Smogon recommends using Vileplume to do what a Poison-type does best: inflict status effects on the foe. |
